IOE will be hosting the first Employers & Green Skills Pavilion in the Blue Zone and will be representing employers in various discussions, high-level events and at the ILO Just Transition Pavilion.

The 2023 UN Climate Change Conference will convene from 30 November to 12 December 2023 in Dubai, United Arab Emirates (UAE).

COP28 will prioritise the following key objectives alongside its commitment to advancing the Paris goals:

  • Accelerating the transition to clean energy sources to significantly reduce greenhouse gas emissions before 2030.
  • Mobilising financial resources to support climate action in richer to poorer countries while fostering a new deal for developing nations.
  • Emphasizing the significance of safeguarding nature and improving the welfare of communities.
  • Striving to make COP28 the most inclusive and diverse climate conference ever.

Business Responses to Global Stocktake: How Employers Can Make COP28 a Success 16:30-17:20 Dubai time, ILO Just Transition Pavilion, Blue Zone

From Loss and Damage to climate finance to the Just Transition Work Programme, there are many pressing issues on the agenda and many priority areas of work and discussion. The Global Stocktake is expected, however, to show that it is not enough and that strengthened collaborative efforts are needed across the board to accelerate progress. What are the views, perspectives and the future outlook of leading business experts and representatives? What can employers from across the world see as the main roadblocks but also ingredients for success in coming years? Employers’ Priorities for a Just Transition and a Successful Work Programme 13:30-14:30 Dubai time, IOE Employers & Green Skills Pavilion, Blue Zone

As difficult negotiations take place at COP this year, this event will focus on a crucial aspect of the path to a sustainable future: ensuring that businesses as well as labour markets generally are well-equipped for a just and equitable transition. Our expert panel will explore strategies, policies, and best practices to facilitate this transition, and exchange views on the priorities and key ingredients for a successful Just Transition Work Programme.

Deloitte Panel: Integrating Sustainability into Business Strategy and Trust 15:00-16:00 Dubai time, IOE Employers & Green Skills Pavilion, Blue Zone

This panel will explore key challenges hindering the integration of sustainability within business strategy and decision making, and how to overcome these hurdles to meet shifting expectations, achieve progress on the sustainability transformation journey, and enhance trust in sustainability information. Business Leadership on the Global Stocktake: Catalyzing Investment while Prioritising a Just Transition 18:30-20:00 Dubai time, UNFCCC Side Event, SE Room 8, Blue Zone

The world has been working to address the challenges and risks presented by climate change. As implementation of the Paris accord continues, countries are struggling to meet its ambitious objectives. We expect the global stock taking during COP 28 to underscore that report cards for countries are likely not where they need to be. This event will discuss the pressing priorities in light of the stocktake and what leading private sector actors are doing in that context.

Wednesday 6 December

G7 Green Jobs and Skills: Increasing International Cooperation and Investment for Just Transitions 11:30-12:50 Dubai time, ILO Just Transition Pavilion, Blue Zone

A Work Programme on Just Transition Pathways will be discussed for adoption by UNFCCC parties at COP28 in UAE this year. A key outcome of the work programme will be a framework for financing just transition pathways across the global climate finance architecture. Under this backdrop, the panel will involve leaders from G7 countries, partners countries and social partners to discuss progress on just transition and the importance of green jobs and skills strategies for achieving the SDGs. It will address how their countries are investing in a low carbon economy to alleviate inequality and promote climate adaptation and mitigation. It will focus on examples and practices of partnerships between countries on issues of sectoral policies including clean energy, social protection, labour rights and reskilling to meet the needs of changing labour markets.

Private Sector Action on Green Jobs for Youth: How Public-Private-Partnerships Can Create More, Better, and Greener Jobs for Young People 13:30-14:30 Dubai time, IOE Employers & Green Skills Pavilion, Blue Zone

IOE/ILO/UNEP/UNICEF event. In 2023, more than half of the world’s population was below 30 years old. Regardless geography, young people care more about climate change than older generations and they tend to be un- and underemployed as well. Meanwhile, the green transition would help create by 2030 an additional 8.4 million jobs worldwide for young people aged 15–29. Tackling climate change as well as youth unemployment will not only benefit the youth but also the planet and private sector. Businesses continue to demand well-trained people with the right skills to take on the new green jobs as they transition. This session will focus on how public-private-youth partnerships can advance the green transition in a way that benefit people, planet, and profits.

Deloitte Panel: Green Hydrogen – How to Fund Growth? 15:00-16:00 Dubai time, IOE Employers & Green Skills Pavilion, Blue Zone

Getting access to the necessary funding is critical to kick off hydrogen at scale. The panel will discuss the available sources of funding: policy instruments, private capital, other how to access, the contribution etc.

BizMEF Business Dialogue at COP28 09:30-12:30 Dubai time, Delta Hotels by Marriott, Dubai Investment Group, located at the Dubai Investment Park

The BizMEF Group includes many business and employer organisations and associations and is a longstanding forum for discussions between governments, international organisations and global private sector representatives. The annual Business Dialogue, on the sidelines of COP, is an occasion to exchange views, priorities and challenges on the most pressing issues in the climate action space and find common understanding as well as solutions for continued progress.

Employers’ Alliance for Green Skills 13:30-14:30 Dubai time, IOE Employers & Green Skills Pavilion, Blue Zone

There is an urgent need to focus decision-makers’ attention on the intertwine between skills development and climate policies to ensure a smooth and efficient transition for countries and businesses. Addressing transition challenges requires a focus on enabling business environments, developing programmes to boost skills in all aspects of clean energy transitions and supporting the growth of new job opportunities in more sustainable economic activities. This event will showcase IOE’s activities in the context of green skills and will present priorities and challenges from different countries around the world explained by IOE’s members and their experts.
