NOW AVAILABLE: 2022 Report of the ILO Committee of Experts on the Application of Conventions and Recommendations

2022 Report of the CEACR (Report III - 1A) now online via the link in the Resources box.

The 2022 ILO Committee of Experts on the Application of Conventions and Recommendations(CEACR) report contains two parts:

  • Part I – General Report includes comments about ILO Member States' respect for their Constitutional obligations.
  • Part II – Observations on the application of ratified Conventions by ILO Member States

Please pay particular attention to the wording in paragraph 23, which again makes clear the non-binding nature of the opinions of the CEACR.

It is also worth noting that in paragraph 99 of the Report, the CEACR requests five ILO Member States to provide full particulars to the 2022 International Labour Conference:

  • Azerbaijan on Convention 105 (Abolition of Forced Labour)
  • Central Africa Republic on Convention 182 (Worst Form of Child Labour)
  • China on Convention 111 (Employment and Occupation Discrimination)
  • Malawi on Convention 111 (Employment and Occupation Discrimination)
  • Myanmar on Convention 87 (Freedom of Association)

We encourage IOE Members to read both parts of the Report and to send comments on the observations regarding your country no later than 11 March 2022 to Rita Yip (yip(at)ioe-emp.com).

These comments will assist IOE in preparing the negotiation of the list of cases of the Conference Committee on the Application of Standards.

You can find the list of previous CEACR Reports here (Reports from 1932 to 2017) and here (Reports since 2018).
