Committee of Experts: Contribute to this core reporting to the ILO

IOE calls on its member to contribute to the annual reporting process of the Committee of Experts on the Application of Conventions and Recommendations.

ILO Member States must send reports to the Committee of Experts on the Application of Conventions and Recommendations (CEACR), according to the reporting cycle, on the measures they have taken in law and in practice to ensure the application of ratified Conventions. The CEACR will meet in November 2021 to review the reports submitted and prepare observations or direct requests if they deem necessary.

Employers’ organisations may impact the deliberations and outcomes of the CEACR by sending comments on the application in law and practice of ratified Conventions at national level irrespective of whether the Governments have consulted them or not in the elaboration of the Government’s report. The deadline for submission is 1 September2021.

Why is it important for an employer organisation to submit comments to the CEACR?

The ILO Centenary Declaration calls for a balanced ILO standards supervision as it stresses the need for ILO standard supervision to take into account the evolving nature of the world of work, workers’ protection needs as well as the needs of sustainable enterprises. Employers’ comments to the CEACR are important because they can for example:

  • provide the business perspective on how an ILO member State is applying a ratified Convention in law and practice;  
  • neutralise/balance/complement comments by trade unions (who are extremely active and can sometimes be very negative);  
  • influence the insertion or exclusion of a particular ILO member State in the list of individual cases to be examined by the ILO Conference Committee on the Application of Standards (CAS) in June 2022.

How can employer organisations impact the deliberations and outcomes of the CEACR?

Employers’ comments should not only highlight problems in the implementation of a Convention and its negative impact on the private sector, but also emphasise progress, achievements and innovative trends in application. Employer organisations can submit comments to the CEACR on the application of any ratified Convention irrespective of whether your Government will be sending a report or not.

The information on the list of reporting obligations for each country is available on the ILO Country Profiles under the respective country situation on reporting obligations / Regular reporting (Art.22/35)/ Reporting schedule on ratified Conventions over 3 or 6 years and reply to CEACR comments 2021.

How can your employer organisation submit comments?

Employer organisations can address their comments directly to their government, which will then be communicated to the ILO. However, you may also send your comments directly to the ILO at orgs-ceacr(at)ilo.org .
