Historically, international labour and social policy debates were exclusively within the mandate and purview of the International Labour Organization (ILO). However, increasingly there is growing realisation that such issues cannot always be simply discussed in isolation from wider economic and environmental concerns.

As other UN agencies, as well as standing bodies of the UN such as the Economic and Social Council (ECOSOC) deal increasingly with social policy perspectives, the IOE is widening its engagement to ensure that the voice of business is heard and taken into account.

This broader engagement is enhanced by the fact that since 1947 the IOE has enjoyed formal (general) consultative status within the UN, thereby allowing access across the full range of debates in the various forums.
