The Confederation of Asia-Pacific Employers (CAPE) was established by the regions' employers' organisations that participated in the 5th Asia-Pacific High-Level Employers' Conference in Singapore in  October 2000.

Its objective is to serve as a forum for discussion among its members on issues arising from the rapid economic and social changes  as a consequence of increased globalisation, technological change and enhanced competition and to develop a well-coordinated common response and strategy to deal with them.  A key feature of this is to strengthen the capacity of employers'organisations to make the environment in the Asia-Pacific region an attractive place to do business.
