The IOE participated in a meeting last week to discuss the findings of an initial report, prepared by the ILO and Geneva’s Graduate Institute Centre on Conflict, Development and Peacebuilding, which provided a starting point for establishing a strategy to address employment challenges in fragile settings. The meeting identified the multiplicity of factors, including natural disaster, social unrest and conflict, that lead to social fragility and employment challenges. It concluded that employment policy responses needed to be timely, dynamic and tailored to specific circumstances. The discussion also recognised that policy to promote youth entrepreneurship could play a key role in contributing to stability. The next phase of the debate will explore how to promote cross-national and inter-organisational exchange on the design and implementation of employment promotion activities in fragile settings. The IOE will continue to follow the debate on behalf of members and to publicise concrete outcomes as they arise.
