International Labour Organization

The International Labour Organization (ILO) is the United Nations agency mandated to address labour and social policy issues. Unique within the UN, the ILO is a tripartite organisation where governance is shared between governments, workers' organisations and employers' organisations.

Employers are represented through the Employers' Group within the ILO Governing Body which oversees and provides the policy input into the work of the ILO Secretariat (the International Labour Office),  and participates through tripartite delegations in the work of the International Labour Conference.  The IOE is the Secretariat to the Employers' Group. It assists the work of the Group in the ILO and represents employer interests in the ILO in their absence, playing a key role in preparatory work for discussion and decision.  In essence, the IOE's role is to ensure that the policy interests of employers are reflected in the work and activities of the ILO.

At present, the IOE and the Employers' Group are focussing on a number of key areas:

  • The right business environment for the creation and maintenance of sustainable business as pre-requisites for economic development, job creation, wealth creation and social development.
  • The development and strengthening of employers' organisations in close collaboration with the ILO's bureau for employers' activities, ACT/EMP.
  • The creation of sustainable social policies and social security systems.Reform of the ILO international labour standards system, including improving the functioning and working methods of the ILO supervisory bodies to make them more relevant to the current world of work.
  • Reform of the ILO's governance, as it relates to both the Governing Body and the International Labour Conference.
