Bangladesh Employers' Federation (BEF) was registered as the national organisation of the employers in 1998.
3. Historical overview
After its founding in 1998, the BEF took over the activities of the Bangladesh Employers' Association (BEA) which, registered earlier in 1951, had so far been representing the employers as an all-country organization of the employers. The BEF with a wider membership representation, cover all major industrial associations in the country as well as established individual enterprises. The objectives of the Federation are to promote, encourage and protect the interest of the employers in industrial relations, and through such efforts, to establish good relations amongst employers and workers so as to provide the vital suppporting role in the country's economic development.
Having a wider representative character, the Federation has been endeavoring to promote and protect the interest of the employers giving them guidance and assistance in the field of industrial relations, bringing their concerted views on labour matters to the attention of the Government, labour and others concerned. It also represents them both at national and international levels. Being the apex body of the employers, it has been involved in the task of promoting and protecting the interests of employers. Today, the Federation is the only organization of its kind dealing with industrial relations in Bangladesh.
4. Present structure
The membership of the Federation is the source of the policy making process. The policies and activities are formally given shape by the Managing Committee with the active involvement of the Secretariat.
The Manging Committee for the management of the affairs of the Federation consists of one President, one Vice-Presidente and eighteen members. The Managing Committee is elected of two annual terms. The Committee in its activities is assisted by Sub-Committees each of which is headed by a Committee member and consists of representatives of the sectors where the activities of the Sub-Committees are focussed.
The Secretariat has the responsability of implementing the decisions under the supervision of the Managing Committee. The Secretariat is headed by the Secretary-General.
5. Functions
The Federation's services to member-firms cover a wide range of areas:
Direct advisory services on labour problems and help with guidance to employers in their collective bargaining with the unions
Fortnightly meetings in Dhaka and Chittagong in order to facilitate exchange of views on current topics and come to an agreed solution to the same. A large number of representatives from the Public and Private Sector units participate at the meetings.
Keeping members informed of the up-to-date labour situation through weekly reports and monthly bulletins.
Collection, collation and, if necessary, circulation to member-firms of various comparative information on pay scales and the terms of service to maintain uniformity of action.
Preparation of index of various facts and figures so as to make them available to member-firms and Government agencies, as and when required.
Apart from organising training for management officials abroad, the BEF also participates in the promotion of management and vocational training by associating itself with the Governing Bodies of the Bangladesh Institute of Management, National Council for Skill Development and Training, Industrial Relations Institute and such other bodies.
Organising regular seminars/workshops/symposiums on industrial health and safety and working conditions for managers of member firms with assistance from ILO and other International Agencies.
The Federation is also represented on all national tripartite committees and institutions such as the Labour Courts, Minimum Wages Board, National Tripartite Consultative Committee on Labour Matters.
6. Membership
The Federation's membership structure has undergone a lot of change since the employer-group organized itself under the BEA umbrella in 1951. From a few direct members, the membership now includes all Public Sector Corporations, and all major national level Associations.
The Federation now represents almost 80 % of the established employers in the organised sector.
7. Affiliations
The Federation is a member of the IOE and participates in ILO activities, representing the employers of Bangladesh.
8. Publications
The Federation brings out a monthly bulletin, the "Labour News", which contains news about labour relations situation, articles on management and human resources development, important IR and labour-related court cases, economic and labour-related data.
It issues weekly reports on industrial relations situation.
