ILO MNE Declaration

The Declaration

  The MNE Declaration is a voluntary promotional instrument, which serves as a useful reference for MNEs and companies wishing to uphold a socially responsible approach to conducting their business. Business is called upon to consider the MNE Declaration when looking to establish operations overseas or when operating within their own domestic environment.

 
The MNE Declaration was adopted by the ILO Governing Body in 1977. Originally, the text of the Declaration was negotiated parallel to a debate that took place in the UN Commission on Transnational Corporations with a view to developing a code of conduct. However the UN initiative foundered and the UN Code of Conduct was not developed.

 
The MNE Declaration, however, persisted and has been updated to incorprrate new ILO instruments within its provisions. Last update was in 2006. Although other more high-profile instruments – such as the OECD Guidelines – have taken the spotlight from the MNE Declaration, it continues to provide a ready point of reference for employers’ organizations and companies looking to respond to the social challenges presented by the CSR debate. Though the MNE Declaration was originally drafted for MNEs, it contains provisions that are relevant to all businesses, be they multinational enterprises or not.

Since its adoption more than 30 years ago, the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy remains the only internationally-negotiated text of its kind which enjoys the support of Governments, employers' and workers' organizations.

The Declaration serves as a unique point of reference for companies of all sizes which are considering the labour and social dimensions of CSR.

The principles enshrined in the Declaration  are detailed, comprehensive and based on ILO Conventions and Recommendations.  They reflect good practice for all enterprises wherever they operate.
